In the past, Member States were the principal entity in charge of creating and maintaining transport infrastructure. However, other entities, including private, have also become relevant for the realisation of a multimodal trans-European transport network, including for example infrastructure managers, concessionaires or port and airports authorities.
In het verleden werd vervoersinfrastructuur hoofdzakelijk aangelegd en onderhouden door de lidstaten. Ook andere entiteiten, waaronder particuliere, zijn tegenwoordig relevant voor de realisatie van een multimodaal Europees vervoersnetwerk, waaronder bijvoorbeeld infrastructuurbeheerders, concessiehouders of haven- en luchthavenautoriteiten.
