De berekening is volgens de Commissie evenmin objectief, aangezien bij het onderzoek van de financiële steun voor de verschillende particuliere omroepen geen rekening is gehouden met de extra slots voor de omroepen die reeds op het analoge platform actief waren, noch met de extra reclame-inkomsten die naar verwachting zullen voortvloeien uit de aanwezigheid van deze omroepen op het terrestrische platform (zie ook overweging 123).
