In parallel to the provisions of the Lomé Convention and subject to the expiry of appropriate amendment of the non-discrimination clause, it has been agreed that the Commission will present to the Council appropriate proposals by which the LDCs, by the year 2005, will benefit from duty-free access to the Community market for essentially all products from all LDCs, to be obtained progressively, starting in the year 2000, and from simplified and reviewed rules of origin including cumulation provisions that apply to the LDC's exports.
Naast de bepalingen van de Overeenkomst van Lomé en afhankelijk van het verstrijken van passende wijzigingen van de niet-discriminatieclausule, werd overeengekomen dat de Commissie bij de Raad passende voorstellen zal indienen waarbij de MOL tegen het jaar 2005 nagenoeg alle producten met vrijdom van rechten op de communautaire markt zullen kunnen brengen, zij het geleidelijk, met ingang van het jaar 2000, en op basis van vereenvoudigde en vernieuwde oorsprongsregels, met inbegrip van cumulatiebepalingen die van toepassing zullen zijn op de uitvoer van de MOL.
