Welcomes the fact that the "indication of the end-use of the goods" was included in the minimum details to be set out in an end-user certificate; at the same time calling for the inclusion of a non-misuse clause, declaring that the material will not be used for proscribed uses; reiterates, however, its demand to set up a transfer verification and post-export monitoring system that should include systematic physical inspections at points of transfer and of stockpiles by the competent national authorities, with the possibility of imposing penalties;
18. is tevreden dat het eindgebruik van goederen is opgenomen bij de minimumgegevens die op een eindbestemmingscertificaat moeten worden vermeld; verzoekt ook om de invoeging van een antimisbruikclausule, waarin wordt verklaard dat het materiaal niet zal worden gebruikt voor verboden doeleinden; herhaalt niettemin zijn eis dat een systeem voor de verificatie van transfers en toezicht na uitvoer wordt ingesteld, dat onder andere voorziet in systematische, ter plaatse uitgevoerde inspecties op transferpunten en van voorraden door de bevoegde nationale autoriteiten, alsmede in de mogelijkheid dat sancties worden opgelegd;
