Recalls that the elected President is responsible for the security of the Ivorian people, particularly in the areas controlled by troops who acknowledge his authority, and calls on those in positions of political and military responsibility to give the necessary instructions to put an immediate end to the massacres, rapes, looting and other brutalities;
