Concerning Iran’s nuclear programme, a recent report has come to public attention in which the 16 American intelligence agencies admit that, since as long ago as 2003 at least, Iran has not been seeking to develop nuclear weapons and does not pose a threat. This comes in addition to a statement made a short time previously by the Director-General of the International Atomic Energy Agency, Dr El Baradei, to the effect that Iran had cooperated to the full with its investigations.

This broad range of norms (many developed under IAEA auspices) provides a framework for using nuclear material, other radioactive substances or their related facilities safely and securely — both those with large nuclear programmes and those conducting only limited nuclear activities.

To strengthen nuclear safety and security further measures could be envisaged for what concerns other aspects of nuclear safety and security, such as physical security of nuclear installations, the use of radioactive materials other that those in nuclear programmes (in medicine or industry) and a tightening of controls at all stages.

In order to cross-check the UK authorities’ evaluation, the Commission has used information available to the public concerning the Finnish nuclear programme, which is one of the most transparent nuclear programmes in the world.
