J. whereas the ongoing process of installation of barbed-wire fences and other artificial obstacles on the sovereign territory of Georgia across the occupation line in the Abkhazia and Tskhinvali regions by the Russian occupation forces, in breach of the 12 August 2008 ceasefire agreement, is a serious challenge to security and stability in these regions, significantly affecting the livelihoods of the local population and impeding the exercise of their fundamental rights and freedoms;
J. overwegende dat de voortgaande plaatsing van hekken met prikkeldraad en andere kunstmatige obstakels op het soevereine grondgebied van Georgië langs de bezettingslinie in de regio's Abchazië en Tskhinvali door de Russische bezettingstroepen, in strijd met de staakt-het-vuren-overeenkomst van 12 augustus 2008, een ernstige bedreiging vormt voor de veiligheid en stabiliteit in deze gebieden, die van grote invloed is op het leven van de lokale bevolking en de uitoefening van hun fundamentele rechten en vrijheden belemmert;
