In the explanatory memorandum accompanying a legislative proposal, the Commission will include the following five pieces of information, possibly on the basis of a standard format: consultations held and results obtained, impact assessments carried out, reasons for choosing the proposed instrument (particularly with regard to the principles of subsidiarity and proportionality), and the budgetary implications of the proposal.
De Commissie zal, eventueel aan de hand van een standaardmodel, in de toelichting bij haar wetgevingsvoorstellen informatie verstrekken over de volgende vijf punten: de gehouden raadplegingen en de uitkomsten daarvan, de uitgevoerde effectbeoordelingen, de motieven voor de keuze van het voorgestelde instrument, met name in het licht van het subsidiariteits- en evenredigheidsbeginsel, en ten slotte de budgettaire gevolgen van het voorstel.
