In alcuni casi gli Stati membri ricorrono ad un un'unica procedura per tutti i progetti, mentre altri ne utilizzano due o più (e a volte molte di più), mentre in altri ancora esiste un sistema a due livelli, nell'ambito del quale alcuni aspetti del progetto sono autorizzati ai sensi di una normativa (ad esempio sulla pianificazione del territorio), mentre altri rientrano in una normativa diversa (ad esempio le autorizzazioni ambientali).
In some cases, Member States make use of a single licensing procedure for all project types, some make use of two or more (many more in some cases), while others have a two stage system whereby some aspects of a project are authorised under one set of legislation (e.g. land use planning), and other aspects are dealt with under another (e.g. environmental licensing).
