Al di là del quadro legislativo, la strategia della Commissione intesa ad abbattere ulteriormente le emissioni di CO2 dovrebbe promuovere un impegno supplementare per quanto riguarda gli altri mezzi di trasporto su strada (veicoli pesanti ecc.) da parte degli Stati membri (tassa sul CO2 e altri incentivi fiscali, appalti pubblici ecologici, gestione del traffico, infrastrutture, ecc.) e da parte dei consumatori (scelta informata al momento dell'acquisto, comportamento di guida responsabile ecc.)
Beyond the legislative framework, the Commission strategy to further reduce CO2 emissions should encourage additional efforts by other means of road transport (heavy duty vehicles, etc.), by the Member States (CO2 related taxation and other fiscal incentives, use of public procurement, traffic management, infrastructure, etc.) and by the consumers (informed choice as a buyer, responsible driving behaviour).
