In this case, persons could not be regarded as fully qualified in their Member State of origin unless they a) held a diploma giving them admission to the competition, b) passed the competition and c) had completed the course of professional training, which might, depending on the professional or national context, be regarded as either forming part of the training and hence of the diploma, or as subsequent to the acquisition of the diploma).
In dat geval wordt men in de lidstaat van oorsprong slechts als volledig gekwalificeerd beschouwd, indien men a) een diploma bezit dat toelating tot het vergelijkend onderzoek verschaft, b) met succes aan het vergelijkend onderzoek heeft deelgenomen en c) de beroepsopleiding heeft afgerond (de stage kan, afhankelijk van de nationale of beroepscontext, hetzij worden beschouwd als onderdeel van de opleiding en dus van het diploma, hetzij als volgend op het behalen van het diploma).
