Reiterates that, in the event of disputes concerning Commission instructions to Heads of EU Delegations which are, in accordance with Article 221(2) of the TFEU, placed under the authority of the High Representative, and in the event of disagreement between the High Representative and the Commissioners responsible for the programming of the relevant external assistance instruments, it is for the College of Commissioners to take the final decision;
5. herhaalt dat, in het geval van geschillen over instructies van de Commissie aan de hoofden van delegaties, die, overeenkomstig artikel 221, lid 2, van het VWEU, onder het gezag van de hoge vertegenwoordiger staan, en in het geval van meningsverschillen tussen de hoge vertegenwoordiger en de commissarissen die belast zijn met de programmering van de relevante instrumenten voor externe bijstand, het college van commissarissen de definitieve beslissing neemt;
