In the event that the inspections referred to in Article 5(2) and Article 7 give rise to detention, the competent authority shall immediately inform, in writing and including the report of inspection, the administration of the State whose flag the ship is entitled to fly (hereinafter called 'flag administration') or, when this is not possible, the Consul or, in his absence, the nearest diplomatic representative of that State, of all the circumstances in which intervention was deemed necessary.
Ingeval de in artikel 5, lid 2, en artikel 7 bedoelde inspecties tot aanhouding leiden, dient de bevoegde instantie onmiddellijk schriftelijk onder overlegging van het inspectierapport de administratie van de staat onder wiens vlag het schip gerechtigd is te varen (de vlaggenstaatadministratie) of, wanneer dit niet mogelijk is, de consul, of, bij diens afwezigheid, de dichtstbijzijnde diplomatieke vertegenwoordiger van die staat in kennis te stellen van het geheel van omstandigheden waarin optreden noodzakelijk werd geacht.
