Martin Bangemann, the Commissioner with responsibility for the food industry, issued the following statement in connection with the proposal: "With this legislation, the Commission wishes to reconcile three important principles: in accordance with the subsidiarity principle, the Member States themselves should determine what their chocolate is made of and whether they wish to maintain traditional products.

Indien daarvan afwijkende produkten uit andere Lid-Staten op de markt worden gebracht, zijn die voor de consument duidelijk als zodanig te herkennen. Martin Bangemann, de voor de voedingsmiddelenindustrie bevoegde commissaris, lichtte het voorstel als volgt toe: "Met deze regeling wil de Commissie drie belangrijke beginselen met elkaar in overeenstemming brengen.
