Una buona gestione pubblica dei programmi Galileo ed EGNOS presuppone, da un lato, l’esistenza di una rigida ripartizione delle competenze tra la Commissione, l’autorità di vigilanza del GNSS europeo (di seguito «l’autorità») e l’ESA e, dall’altro, che la Comunità, rappresentata dalla Commissione, garantisca la gestione dei programmi.
Sound public governance of the Galileo and EGNOS programmes requires, first, that there is a strict division of responsibilities between the Commission, the European GNSS Supervisory Authority (hereinafter the Authority) and ESA and, second, that the Community, represented by the Commission, ensures the management of the programmes.
