Over the last twelve years, the EU has been instrumental in fostering progress in labour market policies and performance, first with the European Employment Strategy (EES) and then in the framework of the Lisbon Strategy: through the identification of common challenges, priorities and best practice; through ambitious common objectives and targets; and through mutual learning.
